Reviews moderation policy

How we verify user reviews on show, venue, artist and organiser pages. The policy is public so every reader and search engine can see how the Bureau's anti-fraud works.

1. Who can leave a review

Only registered Bureau users with a confirmed email address can post a review. Anonymous reviews are neither accepted nor published. We identify each person by their confirmed email, so every review is unambiguously tied to a specific account.

A single user can leave only one review per event, venue, artist or organiser. A second attempt returns an error and does not create a new record. The rule is enforced both in the UI and at the database level.

2. Rating scale

A rating is an integer from 1 to 10. The user picks it themselves; we never substitute or nudge the value. Neither low (1) nor high (10) ratings are hidden. We publish exactly the number the author chose.

The entity's aggregate rating is the arithmetic mean of all published ratings, rounded to two decimal places. The same value is emitted in Schema.org AggregateRating — the rating shown on the site and the rating shown in the search snippet always match.

3. Moderation

Every new review is checked by a Bureau moderator. We verify:

  • compliance with platform rules — no rudeness, insults, advertising, third-party personal data, external links or spam phrases;
  • no signs of manipulation — automated or unnaturally rapid series of reviews from one address, duplicated texts, suspicious timing patterns;
  • topical relevance — the review must actually relate to the object it is attached to.

If a review fails the check, it is not published and does not enter the aggregate rating. The author can amend or rewrite the review — a repeat moderation takes the same time.

A review is never rejected because of its score. Negative reviews are published on equal terms with positive ones.

4. Anti-fraud

Several layers protect against manipulation:

  • mandatory authorisation with a confirmed email;
  • rate limits per account and per IP — no more than 10 reviews per hour, no more than 3 per minute;
  • unique (user + object) constraint at the database level;
  • detection of similar texts across different accounts (normalised n-gram signature comparison);
  • administrative anti-fraud: suspicious accounts are flagged and their reviews stop counting toward the aggregate rating until manual review;
  • a venue, show or artist representative is not allowed to write a review about their own object — such reviews are removed by moderators.

An audit log records every action on a review — creation, status change, deletion — for retrospective analysis when a complaint arrives.

5. Publishing and take-down

A moderated review is published on the object's page and enters the aggregate rating. After that the review can be removed only in two cases:

  • the author deletes it through their personal cabinet;
  • a Bureau moderator removes it on a follow-up check after a complaint, an anti-fraud signal or an editorial decision reveals a violation.

When a follow-up moderation removes a review, the author sees the reason in their cabinet and can edit and resubmit it.

A review that does not violate the rules cannot be removed. If a venue or artist disagrees with the content, they may leave an official reply — but not delete the review.

6. Report a review

If you believe a review breaks the rules — offensive language, advertising, third-party personal data, manipulation, or wrong object — let us know at ceo@burocultura.ru with the page URL and the specific review.

A moderator will review the complaint within 5 business days. If the complaint is justified, the review is removed and the aggregate rating is recalculated. We do not remove reviews on an «I don't like the content» basis — only for rule violations.

7. Consistency with search snippets

We send Yandex and Google the aggregate rating through Schema.org AggregateRating microdata. The value always matches what the user sees on the object's page. If the search engine finds a discrepancy of more than one point, the rating may be hidden in the snippet. Because of this we do not tune the markup for queries: exactly the on-site number is exposed.
